PHP Warning - Missing a temporary folder when uploading or upgrading

when updating wordpress on a windows server - you might see the following

 

Missing a temporary folder.
PHP Warning: File upload error - unable to create a temporary file in Unknown on line 0 

 

this is caused by php trying to access c:\windows\temp folder - which for security reasons is not accessable

the solution is to add the following line to your wordpress wp-config.php 

 

define('WP_TEMP_DIR', ABSPATH . 'wp-content/tmp');

dont forget to create a "tmp" folder in wp-content
